Abolishment: What is it and what is involved?

What does it mean to abolish a service?

Abolishment of services (or supply abolishment) is the permanent removal and decommissioning of utility connections, such as electricity or natural gas, from a property.

Unlike a standard temporary disconnection (where the power or gas is simply switched off while the physical lines and meters remain active), abolishment means the utility company physically removes the equipment, meters, and service lines back to the main grid or street connection. How to abolish each service:

Electricity Abolishment:

  1. Contact your electricity retailer to raise a service order request.
  2. For Energex areas, service line removal takes up to 20 business days in urban zones and costs around $551.29.
  3. For Ergon Energy areas, submit an online application via the Ergon Energy Service Portal or use the Ergon Retail Self-Service Form.
  4. Ensure clear and safe access to the switchboard and meter box.

Gas Abolishment:

  1. Contact Your Retailer: Reach out to your current gas retailer (e.g., Origin Energy or AGL) to request a permanent abolishment service order.
  2. Distributor Scheduling: Your retailer coordinates with your local gas distributor (such as AusNet Services, Jemena, or ATCO Australia), who removes the meter and caps the line. This typically takes between 3 to 20+ business days.

Why is abolishment important when relocating a house?

When relocating a house, it is essential that all gas and electricity services are abolished before any lifting, loading or transportation work begins. This is a critical safety requirement because active utility connections can create serious risks to workers, contractors, the public, and surrounding infrastructure.

Electrical connections must be abolished to eliminate the risk of electrocution, electrical arcing and fire during the lifting and relocation process. Once a house is raised from its foundations, any remaining electrical connections can be damaged, stretched or severed, potentially energising the structure or equipment involved in the move. Relocation activities also often involve cranes, hydraulic lifting systems and heavy vehicles operating in close proximity to power infrastructure, making it essential that the property is completely disconnected before work commences.

Gas services must be abolished to prevent gas leaks, explosions and fire hazards. During lifting and transportation, underground gas pipes and internal gas fittings can be subjected to movement and stress, causing pipes to fracture or connections to fail. Even a minor gas leak can present a significant danger when heavy machinery, vehicle engines or other ignition sources are present. Permanent disconnection ensures the house can be safely lifted and transported without compromising public safety.

Unlike standard demolition or renovation works, house relocation involves physically separating an entire structure from its original site and transporting it over public roads.

Any remaining utility connection has the potential to be torn from the structure during lifting or movement, causing damage to utility networks, delays to the project and significant safety incidents.

Ensuring all electricity and gas services have been abolished prior to relocation protects workers, prevents damage to infrastructure and allows the relocation to proceed in compliance with utility authority and council requirements
